Standard scan workflow

1. Collect eligible entities for a jurisdiction.
2. Cross-check grant receipt status.
3. Attach GuideStar profile when present.
4. Review public filings for discrepancies and red flags.
5. Record findings as categorized, auditable entries.

Findings taxonomy

• Fraud: intentional deception or misrepresentation.
• Waste: inefficient or improper use of resources.
• Abuse: improper or unauthorized conduct.
• Discrepancy: anomalous or inconsistent indicators requiring review.
• Compliance: controls, remediation, or regulatory alignment notes.

Security and auditability

• Ingest API access requires a bearer token.
• HTTP requests are logged to an append-only audit log.
• Data updates are recorded with batch metadata.
• Public view is read-only; no direct write operations are exposed.
